EVRA radar - how to?

I am from Latvia. Western part of the country is covered by ESSA, but it would be better to have EVRA (Riga) radar in this flygradar. What technically is necessary? Some kind of transponder?

In January 2009 we will launch a new radar-receiver just outside Hemse on the island Gotland in the middle of the Baltic sea. Hopefully this receiver will increase the coverage in the Baltic countries a little bit. There is a maximum range of about 350 km for a receiver (SBS-1).
